Section 18/24(c) Registrations

Overview

Section 18 (Emergency Exemption) and 24 (c) (Special Local Needs) registration are special registrations of pesticides used to provide protection to plants (and animals and bees). Section 18 registrations are used to control emergency pest conditions.  States apply for Sction 18's after tolerances have been examined and there is a certainty that no identifiable residues are present. Section 24(c) is a method where a pesticide which has established tolerances on one or more crops (major crops) and it is desirable to add additional crops to the labeling.  This is very importtant in providing crop protection to minor crops (i.e. hops and mint). Section 24(c)'s generally become Section 3 regisrations after about a year. Section 18 and 24(c) pesticides can be either general or restricted use.

Significance to Tribes

  • Tribes are unable to aply for 18/24(c) registrations due to limitations in the statute. The National Pilot Program that allows the use of these under FIFRA Section 2(ee) use recommendation is presently under review for permanent authorization.
  • Important for tribes that have growers working on tribal lands only.
